A. JOB DESCRIPTION
This role is ideal for a candidate with solid HR Operations experience who is particularly strong in Learning & Development (L&D), Talent Development, and Corporate Culture.
1. LEARNING & DEVELOPMENT
- Develop a comprehensive Learning & Development framework aligned with the Company’s long-term growth strategy.
- Partner with departments and managers to identify training and capability development needs (Training Needs Analysis) and develop relevant training plans.
- Design competency development frameworks and career paths for key positions.
- Develop and implement onboarding, orientation, professional skills, and management training programs.
- Monitor and evaluate training effectiveness, measure the application of learning in the workplace, and recommend improvements.
- Foster a culture of continuous learning and development, encouraging employees to take ownership of their growth.
- Partner with department heads on competency assessments, talent identification, and succession planning.
2. TALENT ACQUISITION
- Develop recruitment strategies and processes to ensure a strong talent pipeline aligned with the Company’s growth direction.
- Develop Employer Branding and talent attraction channels.
- Establish candidate assessment criteria and methodologies for different levels and functions.
- Partner with Hiring Managers to recruit key positions.
3. HR POLICIES & PROCESSES
- Develop and continuously improve HR policies, procedures, regulations, and systems.
- Partner with relevant departments to develop KPIs, performance management, compensation & benefits frameworks.
- Oversee C&B, payroll, social insurance, and labor law compliance.
- Manage HR budgets and personnel-related expenses.
4. CORPORATE CULTURE
- Partner with the Leadership Team to build and develop the Company’s culture and core values.
- Design employee engagement, internal communication, and employee experience initiatives.
- Foster an open, proactive, high-performance, and learning-oriented workplace culture.
5. GLOBAL HR MINDSET
- Stay updated on and apply relevant HR practices, L&D trends, and modern people management models.
- Approach HR challenges from both a business and global perspective, going beyond traditional HR Operations.
B. REQUIREMENTS
- Bachelor’s degree in Human Resources Management, Labor Relations, or a related field.
- Minimum 3 years of experience in an HR Manager / HR Lead role.
- Strong English proficiency across all four skills, with the ability to use English effectively in a professional environment.
- Experience in a foreign company, multinational corporation (MNC), or international working environment is highly preferred.
- Strong global mindset, systematic thinking, and the ability to connect HR strategy with business objectives.
- Strong L&D expertise: hands-on experience in developing training frameworks, training plans, competency/career development, or other people development programs.
- Proven experience in developing HR policies, regulations, and HR systems.
- Strong analytical, planning, and execution skills.
- Excellent communication and stakeholder management skills, with the ability to work effectively with managers at different levels.
- High ownership, strong leadership skills, and the ability to independently solve problems and drive initiatives.
